Kentucky could build casinos if a constitutional amendment passes muster. So far though, the bill has only cleared its first hurdle after the Senate State and Local Government Committee voted to send the casino bill to the full Senate. The vote in committee was 7 to 4. There was one tweak to the bill so that now no casino has to be built at a racetrack.
